Le CESER de La R\u00e9union, saisi par le Pr\u00e9fet dans le cadre du projet de loi contre la vie ch\u00e8re, a vot\u00e9 un rapport structurant, remis la semaine derni\u00e8re \u00e0 \ud835\udc0c\ud835\udc1a\ud835\udc27\ud835\udc2e\ud835\udc1e\ud835\udc25 \ud835\udc15\ud835\udc1a\ud835\udc25\ud835\udc25\ud835\udc2c, ministre d’\u00e9tat d\u00e9l\u00e9gu\u00e9 en charge des Outre-mer, et \u00e0 \ud835\udc0c\ud835\udc22\ud835\udc1c\ud835\udc21\ud835\udc1e\ud835\udc25\ud835\udc22\ud835\udc27\ud835\udc1e \ud835\udc09\ud835\udc1a\ud835\udc1c\ud835\udc2a\ud835\udc2e\ud835\udc1e\ud835\udc2c, pr\u00e9sidente de la d\u00e9l\u00e9gation s\u00e9natoriale aux Outre-mer.<\/strong><\/em><\/p><\/blockquote>\n

Il appelle une vision politique, une lecture strat\u00e9gique de l\u2019\u00e9conomie insulaire.<\/p>\n

Pour \u00e9clairer les choix publics, nous posons quatre leviers structurants :<\/p>\n

Garantir des march\u00e9s \u00e9quitables, limiter les abus de position dominante, rendre effectif le droit \u00e0 des prix raisonnables.<\/p>\n

La r\u00e9gulation n\u2019est pas un frein au march\u00e9, elle en est la condition d\u2019\u00e9quit\u00e9.<\/p>\n

Agir sur les \u00e9carts de revenus, soutenir les plus fragiles, territorialiser la solidarit\u00e9 nationale.<\/p>\n

La redistribution doit \u00eatre diff\u00e9renci\u00e9e et adapt\u00e9e aux r\u00e9alit\u00e9s insulaires.<\/p>\n

Compenser durablement les surco\u00fbts li\u00e9s \u00e0 l\u2019insularit\u00e9, \u00e0 l\u2019\u00e9loignement, \u00e0 la faible densit\u00e9 \u00e9conomique.<\/p>\n

La p\u00e9r\u00e9quation est un principe r\u00e9publicain d\u2019\u00e9galit\u00e9 r\u00e9elle.<\/p>\n

Faire du pouvoir d\u2019achat par la cr\u00e9ation d’emploi, un levier de transformation, de dignit\u00e9 sociale et d\u2019ancrage productif.<\/p>\n

L\u2019ambition est de d\u00e9passer la gestion de crise pour construire une trajectoire d\u2019\u00e9mancipation.<\/p>\n
