{"id":84468,"date":"2025-12-29T03:24:09","date_gmt":"2025-12-29T02:24:09","guid":{"rendered":"https:\/\/antilla-martinique.com\/?p=84468"},"modified":"2025-12-29T03:32:47","modified_gmt":"2025-12-29T02:32:47","slug":"le-mythe-du-modele-economique-antillais-une-simplification-qui-empeche-dagir","status":"publish","type":"post","link":"https:\/\/antilla-martinique.com\/en\/le-mythe-du-modele-economique-antillais-une-simplification-qui-empeche-dagir\/","title":{"rendered":"The \u00abmyth of the Caribbean economic model\u00bb: a simplification that hinders action"},"content":{"rendered":"<p class=\"wp-block-paragraph\"><strong style=\"font-size: 14px\">\u00abA critique that aims to be bold, but is based on a misinterpretation\u00bb<\/strong><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Presented as a welcome critique of victim-centered rhetoric, the op-ed titled \u201cThe Myth of the Caribbean Economic Model\u201d claims to reintroduce the <strong>responsibility<\/strong> individual and collective in the <strong>public debate<\/strong> from Martinique. The intention may seem commendable. However, it is based on a fundamental misunderstanding: confusing the <strong>general economic principles<\/strong> with the <strong>institutional and structural arrangements<\/strong> specific contexts in which these laws are applied.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><strong>\u00abAn economic model does not negate market rules.\u00bb<\/strong><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">A <strong>business model<\/strong> does not mean either a cultural exception or a waiver of the <strong>market rules<\/strong>. It refers to a <strong>productive architecture<\/strong>, a <strong>organization of exchanges<\/strong>, a system of\u2019<strong>tax, social, and logistical incentives<\/strong>, as well as a clear division of roles between the\u2019<strong>Status<\/strong>, the <strong>companies<\/strong> and the <strong>households<\/strong>. As such, there is indeed a <strong>Caribbean economic model<\/strong>, in a descriptive and analytical sense, just as there is a Nordic or German model. To deny this is to reject any <strong>thorough economic analysis<\/strong>.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><strong>\u00abGenuine legal integration, but unbalanced economic integration\u00bb<\/strong><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Martinique is fully integrated into the <strong>France<\/strong> and at the\u2019<strong>European Union<\/strong>. But this integration is <strong>functional<\/strong>, no <strong>balanced<\/strong>. The local economy is characterized by a <strong>heavy reliance on imports<\/strong>, a <strong>low production diversification<\/strong>, a dominance of the <strong>distribution<\/strong> on the <strong>production<\/strong>, a key figure among the <strong>public transfers<\/strong> and the\u2019<strong>limitations of the internal market<\/strong>. These findings are documented by the\u2019<strong>INSEE<\/strong>, the\u2019<strong>IEDOM<\/strong>, the <strong>Court of Auditors<\/strong> and the <strong>European Commission<\/strong>.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><strong>\u00abIndividual responsibility and structural constraints are not mutually exclusive\u00bb<\/strong><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Recognizing <strong>structural constraints<\/strong> does not abolish the <strong>individual responsibility<\/strong>, nor the\u2019<strong>economic initiative<\/strong>, nor the\u2019<strong>performance requirement<\/strong>. Quite the contrary: <strong>We can only reform what we understand<\/strong>. The regions that have successfully transformed themselves are those that first established a <strong>clear diagnosis<\/strong> of their <strong>real economic model<\/strong>, before taking action on the <strong>training<\/strong>, the <strong>logistics<\/strong>, the\u2019<strong>innovation<\/strong> and the\u2019<strong>regional expansion<\/strong>.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><strong>\u00abThe Caribbean is not a neutral economic space\u00bb<\/strong><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">No independent Caribbean territory has both <strong>European minimum wage<\/strong>, <strong>comprehensive social protection<\/strong>, <strong>European currency<\/strong>, <strong>EU standards<\/strong>, <strong>geographical distance<\/strong> and <strong>food addiction<\/strong>. This combination results in a <strong>specific business model<\/strong>, with its <strong>forces<\/strong> but also its <strong>stiffnesses<\/strong>. To deny this is to condemn the <strong>public policies<\/strong> inefficiency, due to a lack of tools suited to the realities of the region.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\"><strong>\u00abName the model so you can transform it\u00bb<\/strong><\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">The <strong>Economic Debate in Martinique<\/strong> does not suffer from an excess of memory, but from a <strong>lack of political insight<\/strong>. Refusing to question the <strong>the economic model actually in place<\/strong>, its <strong>incentives<\/strong>, its <strong>annuities<\/strong> and its <strong>blind spots<\/strong>, amounts to continuing the same <strong>ineffective public policies<\/strong> under the guise of proactive rhetoric. The <strong>political responsibility<\/strong> does not mean denying structures, but rather <strong>transform<\/strong>.
