Apr\u00e8s les municipales se jouent l\u2019\u00e9lection des pr\u00e9sidents, la composition des ex\u00e9cutifs et la r\u00e9partition des vice-pr\u00e9sidences : le v\u00e9ritable troisi\u00e8me tour.<\/span><\/h3>\n<h3><span style=\"font-weight: normal\">L\u2019intercommunalit\u00e9, centre r\u00e9el de pouvoir<\/span><\/h3>\n<h3><span style=\"font-weight: normal\">La Martinique compte trois intercommunalit\u00e9s : CAP Nord, CACEM et Espace Sud. Elles concentrent les d\u00e9cisions budg\u00e9taires, les investissements et les politiques publiques structurantes. Une part croissante du pouvoir local s\u2019est d\u00e9plac\u00e9e des communes vers ces structures.<\/span><\/h3>\n<h3><span style=\"font-weight: normal\">Une \u00e9lection indirecte et strat\u00e9gique<\/span><\/h3>\n<h3><span style=\"font-weight: normal\">Le pr\u00e9sident est \u00e9lu par les conseillers communautaires issus des municipales. Ce syst\u00e8me favorise alliances, n\u00e9gociations et renversements de majorit\u00e9. Le troisi\u00e8me tour est souvent plus politique que le scrutin municipal lui-m\u00eame.<\/span><\/h3>\n<h3><span style=\"font-weight: normal\">\u00c9quilibres territoriaux et jeux d\u2019influence<\/span><\/h3>\n<h3><span style=\"font-weight: normal\">Les grandes communes dominent, mais les petites peuvent faire basculer une majorit\u00e9. Elles se prolongent dans l\u2019intercommunalit\u00e9, espace discret mais d\u00e9cisif.
