Serge Letchimy, president of the Executive Council of the Territorial Collectivity of Martinique, released a video on April 17, 2025, to take stock of his three and a half years at the helm of the collectivity. From the very first seconds of his speech, Serge Letchimy sets the tone.

«…we’re halfway there!»,

he said with a touch of emotion, highlighting both how far they’ve come and the collective effort made since June 2021.

He begins by thanking the public for their trust and notes that this has not been an easy time. Three events have marked these first few years:

• the end of the crisis COVID,
• one cyberattack major complaint against the CTM's services,
• and several social mobilizations.

These were difficult challenges, but, according to him, they did not prevent action and progress.

One of the first priorities was to reorganize the local government, which has approximately 6,000 employees. A major effort was made to establish a new organizational chart, improve the control chains and payment, and above all, to enable employees to work better together. He emphasizes: If the government doesn't function properly, the entire population suffers the consequences.

On the financial plan, the president described a tense situation upon his arrival, with more than 220 million euros in unpaid bills. The priority was to stabilize the finances and maintain responsible management, despite national budgetary constraints.

He also cites several concrete actions taken in various areas. On water, for example, he mentions efforts to improve food access in certain neighborhoods, such as Séguineau, where 100,000 people have benefited from better conditions. Regarding the Sargassum, a public interest group was established to coordinate efforts to address this phenomenon, which is becoming increasingly prevalent along the coast. On the land, the creation of another public interest group (GIP) made it possible to process nearly 600 cases involving jointly owned property in one year, effectively removing a major obstacle for many families.

Serge Letchimy also discusses the support for young people : free textbooks, distribution of computers, resumption of work on the music conservatory… These are all initiatives aimed at improving access to education and culture. He also highlights the efforts to prevent the loss of nearly 300 million euros in European funds, which had been mismanaged when he took office.

The issue of safety is also addressed. He emphasizes the importance of the drug trafficking in Martinique and announced that he has signed a contract with the government to better combat crime. At the same time, he is highlighting the program “Return Migration”, which enabled 600 people—or 230 families—to return and settle on the island, and highlights the efforts made to develop the’food self-sufficiency with the establishment of about 30 young farmers.

He doesn't forget the most vulnerable. He speaks of the need for greater solidarity toward the elderly, students, and people with disabilities. He wants scholarships to be paid on time and social assistance programs to be more effective.

he says, clearly annoyed by these delays, which are affecting young people who are already struggling.

Finally, he emphasizes the importance of maintaining the political stability within the institutions. He welcomes the good working relationship with the Assembly, led by Lucien Saliber, and emphasizes that respect for the opposition has been maintained, even though the The debates are sometimes heated. He concludes by pointing out that the high cost of living remains a key issue, one on which he says he worked in 2024, with concrete proposals that are expected to be implemented soon.
