    The CTM is modernizing its social support services: Launch of a suite of services for social assistance recipients

    At a plenary session held on Wednesday, November 30, 2022, the elected officials of the Martinique Assembly approved the implementation of a package of services designed to better organize and expand the current range of services available to elderly individuals receiving social assistance.

    Given the current demographic transition, which is characterized in our region by the accelerated aging of our population, it is important that benefits truly meet the needs of the older adults concerned.

    In order to offer effective solutions for every situation, the Territorial Collectivity of Martinique is developing a new approach that combines individual and group assistance through a “service bundle” model aimed at preventing the loss of independence.

    This personalized support plan is based on the needs identified by the medical-social team during the assessment of the applicant’s situation. It is built on three pillars:

    1. Home Care Assistance (currently available benefit) which includes meal delivery, telecare, and home care services provided through social assistance. Payment will be made to the service providers upon receipt of an invoice.
    2. A new service package, up to €500 per year per household, which will help cover the costs of small home improvement projects, gardening, and home modifications, as well as the installation of assistive devices, computer assistance, transportation, assessments, etc. Payment will be made to service providers upon receipt of an invoice.
    3. Prevention programs to combat isolation, up to €200 per year per person (new benefit) : group workshops (group meals, memory exercises, activities, etc.), informational meetings, social and aesthetic care, and guidance. Payment will be made to the service providers upon receipt of an invoice.

    Through this modernization initiative, in line with current practices in the social policies of France’s departments, the CTM aims to promote home-based care, improve personal care services, and combat isolation.
