In response to Claude Gelbras’s proposal for a comprehensive free trade zone in the Antilles, and/or to Gérard Dorwling-Carter’s op-ed published on our website, Maurice Laouchez believes that this measure is still too often mistakenly equated with a form of deregulation and a rollback of social protection. In his view, however, a free trade zone could become a major tool for development, provided it is part of a clear and structured economic strategy.
According to Maurice Laouchez, many people still confuse the concept of a free trade zone with that of a lawless area, particularly when it comes to social protection. This perception may partly explain the lack of engagement on the part of local elected officials, who, in his view, are more focused on debates regarding the dock dues.
However, a free trade zone would not be an end in itself. It should be part of a comprehensive development plan that includes specific investments tailored to the economic, social, and regional needs of Martinique.
In this context, it could become a key tool for attracting investment, supporting businesses, and creating jobs.
Maurice Laouchez regrets, however, that policymakers—in his view—refuse to implement such a development plan, even though the various decentralization laws provide for this principle, under various names such as “project,” “program,” or “development plan.”.
